Synthesised existing modelling, engaged widely across industry, and built seven transition pathways. Advised on optimal gas sector futures against affordability and sustainability objectives; produced policy recommendations and concise stakeholder materials.
Cost and emissions impact of switching off gas distribution (New Zealand, 2025)
Led analysis of consumer impacts, network upgrade costs, demand shifts to electricity, and GHG outcomes under BAU vs. switch-off scenarios; workshopped assumptions with stakeholders.
Hydrogen strategy and economics (New Zealand & Pacific, 2020–23)
Built techno-economic models for green hydrogen (plant costs, utilisation, transport, power prices), briefed officials, and presented findings to industry. In the Pacific, assessed levelised costs and viable project opportunities across multiple countries.
Supercritical geothermal value study (New Zealand, 2023)
Modelled potential supply and grid value of supercritical geothermal through to 2050, identifying up to ~2,000 MW of reliable zero-emissions potential and off-grid industrial uses.
Fuel security and refinery options (New Zealand, 2024/25)
Evaluated re-establishing refining versus alternative resilience measures, modelled supply disruption impacts, and proposed cost-beneficial mitigations for national fuel security.
National steel mini-mill impact (New Zealand, 2024)
Built an economic impact model for an EAF-based recycling facility (CAPEX NZ$90–110 m), assessing growth, jobs and emissions benefits compared to BAU.
National fuels demand model review (New Zealand, 2023)
Reviewed and corrected a national fuels demand model, updated datasets, and presented implications for planning and strategy.
Electricity sector legal/institutional modernisation (Solomon Islands, 2019–21)
Led the policy/legal review and drafted amendments and policies to align the sector with the national energy strategy.

Local Water Done Well – Chair of TAG and regulatory design (New Zealand, 2024)
Chaired the Government’s Technical Advisory Group. Advised on policy design, developed key principles for economic regulation, guided officials, and briefed on tariff and governance implications.
Council-controlled water entity modelling – Hawke’s Bay, North Canterbury, and generalised model (New Zealand, 2024)
Developed a CCO model to assess opening RABs, debt assignment, and tariff impacts; then generalised it for any council combination.
Wairoa – alternative water reform option (New Zealand, 2025)
Assessed governance/operating structure, financing, tariff impacts across three waters, and LGFA covenant implications; delivered a briefing for decision-makers.

Compared “go alone” vs joint entity, modelled debt/assets/capex, calculated revenue requirements via building-blocks, and assessed fairness of tariff allocation.

Advised the Nauru’s government on a new oversight model for Nauru Utilities Corporation (NUC), designing a practical framework to monitor service, cost, and investment performance. Developed the draft Bill, draft Cabinet Paper and supporting briefings.
Pacific Blue Economy advice (Pacific-wide, 2023)
Led a team developing a pipeline of investment opportunities for International Finance Corporation through market mapping, in-country validation, and DFI engagement across multiple countries.
