Andreas Heuser

Andreas Heuser is a leading economics and infrastructure advisor with over twenty years of experience shaping policy, regulation, and investment across water, energy, transport, and environmental sectors. Based in Wellington, New Zealand, Andreas recently led the Asia–Pacific practice of Castalia, a global economic and financial consultancy.

His work bridges rigorous economic analysis with practical policy design to help governments, utilities, and investors make better decisions about essential services.

Experience and Leadership

Andreas has advised Ministers, multilateral development institutions, and utility CEOs on reforms that improve performance and unlock investment. His recent projects include guiding water sector reforms in New Zealand as Chair of the Government’s Technical Advisory Group, developing a new regulatory framework for the Fiji Water Authority, advising New Zealand and Pacific governments on fuel and energy security, and supporting major infrastructure investors on due diligence and market entry in Australia and New Zealand.

He is recognised for his deep understanding of utility economics, regulatory design, and public–private governance, and for his ability to communicate complex issues clearly to decision-makers. He has led teams delivering flagship projects for clients such as the New Zealand Ministry for the Environment, MBIE, the Asian Development Bank, and the World Bank, working in partnership with leading engineering and legal firms. Before joining Castalia, Andreas worked in economic policy roles at the New Zealand Treasury and in legal practice for leading firms in Europe.

Sector Expertise

Andreas’s work covers water, energy, infrastructure, transport, and regulated industries throughout New Zealand and the Asia–Pacific. He has supported more than 30 councils and council-controlled organisations nationwide, and led international assignments funded by the Asian Development Bank and other agencies.

Chair of the Government’s Technical Advisory Group on water sector reform; advised on financial sustainability, tariffs, and economic regulation.

Advised on market entry, pricing dynamics, and regulatory settings for independent processors in the dairy sector.

Developed price-quality regimes, KPI frameworks, and impact analysis for major reform programmes.

Energy and Emissions

Advised MBIE on national fuel security and decarbonisation; modelled the value of supercritical geothermal resources for funding decisions.

Andreas has authored several articles including “Power price rises are painful but the energy solution might be right under our feet” (NZ Herald, 2024), Bromley, Heuser et al. “Superhot Geothermal – A Net Zero window of opportunity for New Zealand?” (NZGW, 2024),  “Three Waters ‘balance sheet separation’ decoded” (BusinessDesk, 2023), and “Solving Three Waters” (NZ Herald, 2022).

Beyond his client work, Andreas serves on the board of his local school, mentors young economists, and writes about the intersection of economic reasoning, sustainability, and public policy.
